POWER was the lead engineer for the complete design/build restoration of 360 km of 400 kV transmission line following the Gulf War in Iraq. The line was damaged in 2003 by a storm, and was further damaged by vandalism and looting during the conflict. Towers were toppled and crumpled, bolts had been stripped from foundations, and conductor cables had been cut and stolen. The project required repairing or replacing 260 lattice steel towers and replacing most of the conductor cable over the length of the line. The project encountered many obstacles, including limited access and working hours, security issues and coordination, unreliable communications systems, continual looting, extensive canal networks in the project area, and construction during the rainy season.
